An analysis of the implementation challenges associated with switching from mechanical voting systems to electronic technologies. Results stem from three sources: a survey of poll workers during the 2006 California State Primary, observations of poll worker training sessions, and observations of polling places on Election Day.
The data indicates large variation both in the types of voting systems available and poll worker confidence in operating the systems. This lack of uniformity between polling places may indicate a lack of equal access for voters.
