Fairness in voting requires the inclusion of all members, including children and mentally impaired persons, who have what the author calls the franchise capacity: the minimum necessary cognitive and moral powers to experience the benefits of having the franchise or the harms of disenfranchisement. The article argued that current age and sanity prerequisites for voting in most places fail to meet the demands of fairness and should be revised.
