Are All Precincts Created Equal? The Prevalence of Low-Quality Precincts in Low-Income and Minority Communities

A summary of a Los Angeles based research project investigating the accessibility of polling places throughout the city during the 2004 primary election.  Precincts were evaluated for visibility, usability/quality and barriers to voting.

The findings indicate:

  • low-quality precincts are more likely to be found in low-income, non-white neighborhoods
  • precincts in high-income and low minority areas see higher voter turnout rates than precincts in low-income and high minority areas
  • high-quality precincts see higher voter turnout rates than low-quality precincts
